Accelerating AI-Powered Document Transformation in the Public Sector with Textscope® Cloud

Document AI specialist Lomin Inc. (CEO Jihong Kang) announced on June 9 that it has been selected as the lead contractor for the “2025 Public Sector SaaS Development and Validation” program, organized by the Ministry of Science and ICT and the National Information Society Agency (NIA).

Through this initiative, Lomin will develop Textscope® Cloud, a cloud-based Software-as-a-Service (SaaS) version of its on-premise Document AI platform, Textscope® Studio. The new platform will deliver intelligent document automation solutions optimized for public institutions. Textscope® Cloud will be introduced as an advanced Document AI solution capable of automatically recognizing and analyzing a wide variety of documents generated within the public sector.

The platform will incorporate Lomin’s core technologies, including advanced AI-powered OCR that accurately recognizes handwriting, printed text, and typed characters; automated document classification; structured form recognition; generative AI-powered search and summarization; and institution-specific MLOps features. These capabilities will be gradually implemented in a secure and scalable cloud environment.

As part of the program, Lomin plans to convert six of its major solutions into SaaS offerings between 2025 and 2026. The platform will integrate seamlessly with systems such as the Records Management System (RMS) and Electronic Document Management System (EDMS), facilitating the digitization of non-electronic records and significantly improving the administrative efficiency of government agencies.

In the first year of the program, Lomin aims to obtain key certifications such as K-PaaS and KACI. In the second year, the company will pursue CSAP security certification and register its solutions on the Digital Service Mall, laying the foundation for public procurement expansion through SaaS.

“Our goal is to deliver a highly reliable AI-based document recognition service that enhances the accuracy and efficiency of document-centric administrative processes,” said Jihong Kang, CEO of Lomin. “Through this project, we aim to set a benchmark for public sector SaaS adoption.”

Lomin has already demonstrated the performance and stability of its Document AI technology through partnerships with key institutions such as Korea Post, the Korean Intellectual Property Office, and the National Archives of Korea. With this initiative, the company plans to expand its proven capabilities to the cloud and further solidify its leadership in the public sector Document AI market.
